New housing and industry will require further development of the Water and Waste Water facilities. Major leaks in the pipelines is a problem. In periods of high water use, the capacity of the existing facility is almost exhausted. Frequent congestion in the sewer system is a problem, Looking ahead it is of particular importance to focus on water leakage control and active rehabilitation of the waste water pipeline system. And for further developments of systems for operation and maintenance of the Water and Waste Water facilities. The aim of the agreement is to supply the Water and Waste Water area of Oslo with sufficient capacity and necessary specialist competency for operation and maintenance within said area. Moreover to have supplied a fully developed system for operation and maintenance which secures good quality, high degree of safety and contingency as well as effective and documented operation of the Water and Waste Water facilities. As part of the agreement it is required that the current employees of Os Municipality who are working in the operation and maintenance of the Water and Waste Water facilities are to be offered permanent employment with the contracting partner in accordance with the principle of acquisition.

The supplier must have sufficient economical and financial capacity to complete the contract.
