Os kommune (Hordaland)

Agreement on purchase of operations and maintenance of Os Municipality facility and infrastructure related to supply of drinking water and waste water management. In addition discharge of sludge from public - and private facilities.
The background for the agreement is at the municipality, despite repeated attempts, has not been able to build up an organisation with sufficient capacity and competency to continue operation and maintenance of the Water and Waste Water facility in their own region. The area of Waste and Waste Water has not developed in line with demand and the sector is lagging behind. High growth is expected in the municipality. The municipality has currently approximately 18.000 residents of which approximately 75 % are connected to public water and waste water. New housing and industry will require further development of the Water and Waste Water facilities. Major leaks in the pipelines is a problem. In periods of high water use, the capacity of the existing facility is almost exhausted. Frequent congestion in the sewer system is a problem, Looking ahead it is of particular importance to focus on water leakage control and active rehabilitation of the waste water pipeline system. And for further developments of systems for operation and maintenance of the Water and Waste Water facilities.
The aim of the agreement is to supply the Water and Waste Water area of Oslo with sufficient capacity and necessary specialist competency for operation and maintenance within said area. Moreover to have supplied a fully developed system for operation and maintenance which secures good quality, high degree of safety and contingency as well as effective and documented operation of the Water and Waste Water facilities.
As part of the agreement it is required that the current employees of Os Municipality who are working in the operation and maintenance of the Water and Waste Water facilities are to be offered permanent employment with the contracting partner in accordance with the principle of acquisition.

The total scope of the contract period of 5 years plus options is therefore expected to be between 150 and 200 MNOK (million Norwegian Kroner) There will not be the opportunity to submit offers on parts of the assignment.

The Principal will have the option of emptying private septic tanks, with an approximate annual number of 600 units (houses and cottages).

Requirement- The supplier will have an organised way of paying tax.

Requirement – the supplier must be a legally established business

Documentation: Company Registration Certificate which is not issued more than 6 months before the deadline for requests to participate expires.

Requirement–Compliance with HSE regulations. Supplier who shall carry out the work in Norway must fulfil the requirements of health, safety and environment as determined by the Norwegian authorities.

Documentation HSE Declaration The declaration must not be issued more than 6 months before the deadline for requests to participate expires. The declaration must be signed by the representative for the supplier and by the representative for the supplier's employees.

Økonomisk og finansiell stilling:

The supplier must have sufficient economical and financial capacity to complete the contract.

The supplier must document this with a credit evaluation/rating, no older than 1 year, and which is based on the last known fiscal figures. The rating shall show a minimum grade/score of A according to the AAA Solvency scale (or an equivalent result on another approved agency's scale). The rating must be carried out by a publicly approved credit evaluation institution.

If the supplier for relevant reasons cannot submit the documentation as requested by the Principal, the supplier can prove their economical and financial standing with any other document that the Principal can accept.

Teknisk og faglig kapasitet:

Requirement for Implementation Capacity - equipment and personnel,

The supplier is required to have implementation capacity in line with the Principal's requirements. The assignment shall be carried out as a contract which is performed collectively under the direction of the supplier. Dividing the assignment into subcontracts with different suppliers will not be accepted.. Establishment of joint ventures/working groups to carry out the assignment will not be tolerated.

Documentation:

Description of the suppliers organisation with information on the number of man hours and information regarding professional expertise at the supplier which is relevant to this assignment. Also, description of specific professional areas which are particularly important for this delivery.

Description of key competencies which are important to the execution of this assignment. CV for the selected key personnel must be attached.

Description for arrangements of preparedness outside of normal work hours

Requirements for relevant experience:

It is a requirement that the supplier can prove to have carried out similar assignments in a suitable manner. The supplier must have a minimum of 5 years experience conducting this type of assignment.

Description of similar assignment for other Principals

Description of results from similar assignments which have particular relevance for this assignment.

Requirements for quality and system:

Suppliers are required to have a system which ensures quality control and focus on development of the business and fulfilling the customers needs. The supplier is required to be certified in accordance to the quality standard NS 1SO 9001-2000 or later. Please notify if the supplier has national authorisation in the relevant areas.

Requirement to plan for carrying out the assignment:

Preparation of a description of how the supplier plans to resolve the assignment is required. A draft business plan which roughly shows how the supplier has thought to complete the assignment. Plan for routine operation over one year is prepared with basis in the attached 'tender information' and shall be based on the suppliers own evaluation of knowledge of the requirements for operation and maintenance of similar facilities.
