E134 shall be laid between Gvammen and Århus, a stretch of approximately 12 km including the 9.4 km long Mælefjell tunnel.
The work consists of:
— Build a tunnel of approximately 9.4 km, tunnel class C and tunnel profileT10.5 including 3 chambers.
— Build approximately 2.6 km main road, design class S4.
— Build bridges, tunnel portals, technical building, overpasses.
— Building approximately 2.5 km of local roads.
The project will be implemented model-based.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— HSE certificate.

— Tax and VAT certificate not older than 6 months.

— if the tenderer is a working partnership, a declaration of joint and several liability to the General Contractor and third parties must be enclosed with the tender. Also, a statement should be given for of the business form and the composition of the working partnership including the participants organisation numbers.

— It is a requirement that the organisation of the execution of the contract is sufficiently staffed and that the tenderer has the capacity and ability to deal with unforeseen circumstances during the contract. A statement of how the tenderer will organise the execution of the contract should be presented with the tender.

— HSE: The average of the H1-value for the last three years should be lower than 10. The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106. If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so, also documentation on the effectiveness of these, should accompany the tender. If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants.

Økonomisk og finansiell stilling:

— It is a requirement that the tenderer's equity is positive. If the tenderer is a working partnership (supplier group), the requirement applies for each of the participants. Documentation of equity is to be provided with the tender.

— The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate. Documentation of turnover for the last three years should accompany the offer.

Teknisk og faglig kapasitet:

— The tenderer shall have experience from work of the same nature and degree of difficulty. Information on such will be sent with the offer.

— The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender.

— Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment. Expertise and experience must be documented.

— Tenderers who are newly established companies and cannot submit references, must be particularly careful to demonstrate that they have the what it takes to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.
