Development of various types of affiliation forms in working life

The Ministry of Labour and Social Affairs shall enter into a research contract for the period 2014-2018, in order to map, analyse and find the effects of different types of affiliation forms in working life.
There is a need for more knowledge of both the extent of and changes in various affiliation forms in working life. Several aims are wanted to be achieved through the establishment of a multi-year research contract:
— To obtain increased knowledge of development characteristics in working life as regards affiliation forms and the effects of changes in the rules, by studying the field over several years.
— To build up and maintain knowledge and competence in the research milieu as regards this field.
— To build up and maintain knowledge and competence in the Ministry as regards this field.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirements:
— Taxes and duties have been paid.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, national insurance contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

Økonomisk og finansiell stilling:
Qualification requirements:
— An adequate economic and financial capacity to complete the delivery. As part of this, it will be considered sufficient for creditworthiness with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements:
— Service providers must be able to refer to a minimum of 3 relevant contracts. Relevant contracts means contracts that show review and/or research competence and solid experience with working life related surveys and analyses.
— The service provider must have the sufficient expertise and capacity to perform the assignment.
Documentation requirement:
— Reference list of all of the service provider's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. It must be stated what has been delivered and the role that the supplier had in the delivery.
