Development and engineering design services construction stage 4

Hordaland Fylkeskommune v/Bybanen Utbygging

In order to ensure the earliest possible realisation of the next construction stage, a decision has been made to coordinate the work with the development plan and the detailed engineering design services as well as procuring consultants at the same time. This procurement is for the next construction stage of the Light Rail and will apply for the planning and engineering design services for the stretch from the centre to Åsane or from the centre to Fyllingsdalen. This will be clarified in the pre-qualification period, and the tender documentation will be sent out for one stretch.
This enquiry shall end up with two contracts - one for the development plan work and one for the engineering design services for the actual stretch.
The contracting authority emphasises that the development plan work is a formal process in accordance with the Planning and Building Act, in which many parties have the right to influence the solution. This formal process cannot be waived and the adoption of the development plan is a political decision. The engineering design services shall follow the development plan.

Requirements:
The service provider must be a legally established company.
Documentation:
Norwegian service providers:
— Company Registration Certificate.
Foreign service providers:
— Confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the service provider is established.
Tenderers shall follow the eight fundamental ILO conventions and there shall be continual systematic work to ensure that the company's sub suppliers comply with the requirements.
A signed self-declaration — The eight fundamental ILO conventions (the template in annex 4 can be used).
The service provider must have good conduct.
Service providers shall confirm in a self-declaration that the requirements in Annex 3 are fulfilled, cf. FOA (FOA § 20-12).
Økonomisk og finansiell stilling:
Requirements:
The service provider shall have sufficient financial strength to be able to fulfil the contract.
Documentation:
The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last two years.
If the Annual statements for the last year are not finished before the tender deadline for this contest expires, the preliminary annual accounts for 2013 and 2012 shall also be attached.
The contracting authority reserves the right to carry out a credit assessment from the credit rating company Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The above mentioned information shall also be provided for any parent company, where necessary. See point 3.7 for details.
Teknisk og faglig kapasitet:
Requirements:
The service provider shall have the requisite professional foundation and experience to fulfil the contract obligations.
This means that the service provider shall have relevant experience from projects of an equivalent size and complexity.
Documentation:
— A description of the company's most important relevant deliveries in the last three years for projects of an equivalent size and complexity. The attached template shall be used (Annex 5). The contracting authority shall be able to contact the reference person.

Good implementation ability.
A brief, overall description of the company shall be given. Hereunder:
— An overview of the company's history, organisation and a description of the current company, including an account of the company's business idea and core competence related to the delivery.
— A description of how the service provider shall cover the different disciplines. The use of partners or sub suppliers must be described.
— A description of how the service provider can have sufficient capacity to carry out the assignment. The use of partners or subsuppliers must be described.
— The extent that sub-suppliers will be used for non-significant parts of the assignment, shall be made clear, and documentation in the form of a signed obligation declaration or signed contract, that one is in charge of these sub-suppliers must be submitted (annex 6).
