Hordaland Fylkeskommune v/Bybanen Utbygging

The surveys along the route shall form the basis for:
— assessing solutions and preparing an area development plan,
— preparing a technical preliminary project,
— engineering design services for and the construction of the Light Rail from the centre to Fyllingsdalen.
The extent and degree of detail must be adapted to the phase that the project is in and carried out in several stages, i.e. detailed as the alternatives/variants are taken out, solutions get more detailed and the area of work narrows.

Goals:
The data capture shall clarify technical possibilities and limitations and provide the basis for a cost estimate. The survey shall be sufficient to prepare a development plan and a technical preliminary project.
Scope:
— laser scanning.
Delivery:
The results shall be submitted suitable for insertion in a 3 D model.
Design
Scope:
— Supplements of laser scanning,
— Assembly/casting of concrete pillars along the route, for a distance of 100-150 m,
— Establishment of new basis points, both height benchmarks and surveying concrete pillars.
The height benchmarks require a comprehensive levelling along the entire route.
Delivery:
All the data must be submitted suitable for insertion in a 3 D model (raw data and processed data).

Requirement:
Service providers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).
Documentation:
Tax Certificates which are not older than six months calculated from the tender deadline. Tax certificates are defined as:
For Norwegian service providers:
— Form from the Tax Directorate (RF-1244) for…
… VAT issued by the tax office.
… tax and payroll tax issued by the tax collection office.
— Alternatively a tax certificate and VAT certificate from Altinn.
For foreign tenderers:
— Foreign service providers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the service provider should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the service provider's Financial Director/ person responsible for Finance.

Service providers must fulfil Norwegian HSE requirements for work carried out in Norway.

The service provider must be a legally established company.
Norwegian service providers:
— Company Registration Certificate.
Foreign service providers:
— Confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the service provider is established.
Tenderers shall follow the eight fundamental ILO conventions and there shall be continual systematic work to ensure that the company's sub suppliers comply with the requirements.
A signed self-declaration — The eight fundamental ILO conventions (the template in annex 4 can be used).
The service provider must have good conduct.
Service providers shall confirm in a self-declaration that the requirements in Annex 3 are fulfilled, cf. FOA (FOA § 20-12).
Økonomisk og finansiell stilling:
Requirement:
The service provider shall have sufficient financial strength to be able to fulfil the contract.
Documentation:
The tenderer's Annual accounts including notes with the Board's and the auditor's reports from the last 2 years.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The contracting authority reserves the right to carry out a credit assessment from the credit rating company Experian.
The above mentioned information shall also be provided for any parent company, where necessary. See point 3.7 for details.
Teknisk og faglig kapasitet:
Requirement:
Relevant experience from similar assignments/contracts.
Documentation:
Description of the company's most important deliveries in the last 3 years. The attached template shall be used (Annex 5). The reference descriptions must include enough information to assess the relevance for this assignment.
The contracting authority shall be able to contact the reference person.
If significant parts of the delivery will be carried out by sub suppliers, an equivalent overview of relevant references shall be enclosed for the sub suppliers in question.
Good implementation ability.
A brief, overall description of the company shall be given. Hereunder:
— An overview of the company's history, organisation and a description of the current company, including an account of the company's business idea and core competence related to the delivery.
— Description of how the service provider is organised for the implementation of this contract. The use of partners or sub-suppliers must be described.
— The extent that sub-suppliers will be used for significant parts of the assignment, shall be made clear, and documentation in the form of a signed obligation declaration or signed contract, that 1 is in charge of these sub-suppliers must be submitted.

Environment: The work is to be done with the least possible impact on the environment, including noise, waste, emissions, energy consumption, and recycling.
Service providers must explain the company's practices/routines for compliance with the specified environmental requirements.
