Oslo municipality will enter into cooperative purchasing agreements (framework agreements) for the purchase of cleaning for their establishments (for example schools, nursery schools, nursing homes, office buildings, etc.).
The agreements shall have a duration of 2 years, with an option for the contracting authority to extend the contract for a further 2 years (1+1), to a total maximum of 4 years.
The agreement comprises daily cleaning and periodical cleaning.
The contracts are for units in Oslo municipality that do not carry out their own cleaning.
The cooperative purchasing agreement is believed to have a yearly value of approximately 100 000 000 NOK.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The service provider's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation: Tax Certificate for respectively tax and VAT, not older than 6 months. Certificates can be obtained from the local tax collection office or at the tax office.
Foreign tenderers must provide certificates from authorities equivalent to the Norwegian ones.
Requirement: The service provider shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Documentation: The attached HSE declaration filled in and signed. (Appendix 4).
Requirement: The service provider shall be a legally established enterprise
Documentation: Norwegian companies: Certificate of Business Registration
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Requirement: Service providers shall be certified by the Norwegian Labour Inspection Authority or an application for certification shall have been submitted.
Documentation: Certification from the Norwegian Labour Inpsection Authority or documentation that an application has been sent. If the application is rejected, the contracting authority has the right to cancel the contract.
Økonomisk og finansiell stilling:
Requirement: The service provider must have sufficient financial capacity to carry out the assignment/contract.
Documentation: The company's last annual report including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.
The contracting authority reserves the right to obtain your credit evaluation if necessary.
Teknisk og faglig kapasitet:
Requirement: The service provider shall have very good experience from equivalent contracts.
Documentation: List of and short descriptions of the most important deliveries or executed services (relevant to this agreement) in the last three years, including information on the value, time frame, and the name of the public or private recipients. (Appendix 5)

Documentation: A description shall be given of the service provider's technical personnel or technical entities the service provider has at their disposal to fulfil the contract

Requirements: The service provider must have a system for monitoring and reporting of their environmental impact
Documentation: Provide a statement of existing routines that documents that the requirement is met. If routines are described in the organisation's quality or environmental management system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to submit a copy of the certificate.
