14-006 Purchase and Implementation of Software Platform for Channel Independent Online Shopping

AS Vinmonopolet

Vinmonopolet [The Wine Monopoloy] wants to strengthen the digital client meeting, and with this agreements wants to establish a new platform for channel independent online shopping as well as carry out an implementation project which revitalises .no and establish a mobile application for IOS and Android.
Vinmonopolet.no was established in 2001 as an information and shopping channel for the Norwegian public. Since that time the service has gone through a large upgrading in 2005 and a smaller upgrading in 2010. Vinmonopolet.no has in recent years experienced a very strong increase of users from mobile devices, at the same time that we see the current version of Vinmonopolet.no and associated online shopping solution and infrastructure no longer meet the users changes preferences or Vinmonopolet's multi channel strategy in an optimal manner.
Vinmonopolet shall therefore enter into an agreement that deals with the following four areas:
1. Software platform for channel independent online shopping
2. Implementation of software platform and revitalising of Vinmonopolet.no
3. Implementation of mobile application for IOS and Android
4. Support and further development

Invitations to tender will be dispatched to the selected applicants as planned for June 2014. The process of receipt of tenders, evaluation, presentation and detailed negotiation with suppliers will occur during August - October 2014, with the goal of Contract signing in November 2014. Expected start up date is the 5.1.2015, and all suppliers must be production ready at the latest by the 1.9.2015. Application and Tender shall be in Norwegian.

Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate.
Requirement to submit Tax Certificate for VAT (National requirement).
Requirement to submit Tax Certificate for tax (National requirement).
Requirement to submit declaration in accordance with Regulations attachment 2 on HSE (National requirement).
Økonomisk og finansiell stilling:
Sufficient financial solidity is required. The following documentation is required as proof that the listed requirements are met- Credit rating, not older than 3 months, based on the last known accounting figures The credit assessment shall be a so-called rating (include a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (for example: Dun & Bradstreet, Creditinform, Soliditet or equivalent institutions). If the supplier has any valid reasons for not being able to provide the documentation requested by Vinmonopolet, the supplier may prove their economical and financial standing with any other document that is acceptable to Vinmonopolet. If the supplier has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

-Requirement 1: Experience from equivalent assignments/deliveries is required. The following documentation is required as proof that set requirements are met: Requirement 1: The company's most important relevant and comparable assignment/deliveries the last 5 years, including short description of the delivery, duration of the project and recipient/client.

-Requirement 2: Good execution and delivery ability is required. The following documentation is required as proof that the set requirements are met: Requirement 2: Description of the organisation, hereunder the quality of the personnel for handling of this type of delivery. There are special requirements that the organisation has broad expertise within digital media, online shopping and experience with integration with major ERP systems.
