Turn-key pension fund for Tromsø municipality

Tromsø kommune

25.09.2013 Tromsø municipality, henceforth referred to as the Awarding Authority, decided to establish a so called “Turn-key pension fund”, c.f. municipal council case 115/13. Tromsø Municipal Pension Fund cannot be registered in the Register of Business Enterprises and do not have right to sue and be sued until the pension fund has been granted concession from the Financial Supervisory Authority of Norway.
The Awarding Authority shall therefore implement the procurement and enter into contracts which Tromsø Municipal Pension shall enter into at a later date.
The Awarding Authority will transfer the contracts to the pension fund when it is granted right to sue and be sued. The selected service provider will receive information of this.
The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

The tenderer must substantiate economic and financial capacity to implement the assignment.

Annual report, accounts approved by auditor, as well as the auditor's report for the previous two years.

Statement of the tenderer's expected economic and financial position during the contract period.

The tenderer shall describe why and how the economic and financial position is sufficient in connection with implementation of the assignments

Teknisk og faglig kapasitet:

The tenderer shall have sufficient number of competent and qualified employees with relevant experience in providing the relevant services further described in the requirement specification.

The tenderer shall also give a description of the organisation structure, including to what degree the sub providers/joint venture partners are engaged in relation to general, quality and timely deliveries.

The tenderer shall present an overview of number of qualified employees for the relevant disciplines. The tenderer shall emphasis what is considered as relevant qualifications for each discipline. Sufficient documentation shall be presented for sub-providers, if any.

To the degree the tenderer is conducting public activities dependent on public concessions; the tenderer shall obtain such concession.

The tenderer must present documentation showing public concessions the tenderer are dependent on, as well as substantiating that public concession is not cancelled by the inspection authorities.

Professional competence related to services in accordance with municipal pension fund systems.

Description of the tenderer's systems and processes which ensure compliance with prevailing laws and regulations for municipal pension fund systems.

Compliance with the requirements given in the Insurance Service Law, Chapter ten Municipal pension fund systems; shall be dealt with in particular.

Pension fund system. The provider of the pension fund must be compatible against wages and financial systems in Norway.

Experience with supply of operational services to other municipal pension funds. This includes a description of the principal and most relevant deliveries for the previous three years.

The reference list shall as a minimum contain the following:

- Name of customer including, brief description.

- Type of pension fund systems,

- Type of pension fund, service assortment, number of members (active and pensioners) as well as bank total assets.

Detailed description of the delivery(ies) including services provided.

Description of the team participated in the delivery (names, functions and formal qualifications).

Date and duration. The customer's contact information: name, position, e-mail address and telephone no.
