Secure digital receipt of/ digital,physical dispatch of Norwegian Labour Inspection Authority's post

The contract is for a framework agreement for assistance with the secure receipt of and digital and physical dispatch of the Norwegian Labour Inspection Authority's post.
The Norwegian Labour Inspection Authority is preparing to use digital mail for all outgoing mail in accordance with the requirements and specifications in the national digitalisation commitment.
Whilst waiting for the final system on a national level, the Norwegian Labour Inspection Authority would like to outsource the service for dispatching mail to an external tenderer.
The Norwegian Labour Inspection Authority has the case and archiving programme ePhorte, provided by Evry. The digital dispatch of the Norwegian Labour Inspection Authority's outgoing mail will go from ePhorte.
The service shall mainly include:
-Receipt of digitally sent outgoing mail (letters and attachments) from the Norwegian Labour Inspection Authority for distribution, sorted according to the main recipients and any copy recipients.
-The distribution shall be as follows:
o Electronic distribution to digital postboxes with an option to use the highest level of security (level 4).
o Manual distribution to those who do not have digital postboxes. The manual distribution must include printing out and packing services before dispatching.
- Dealing with returned mail.

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
