The awarding authority would like tenders for consultancy services for mapping ”a review of the condition of sedimentation basins in Norway”, this includes the necessary field work, analyses and reporting. The aim of the assignment is to map how cleaning systems function hydraulically, i.e. that the road water reaches the cleaning systems and that foreign water (ground water/terrain water) does not come into the cleaning system and disturb the cleaning processes. The final report shall also include recommendations from the consultant on how the sedimentation basins can function better.
The contract has a budget limit of 1000000 NOK including VAT. This is a DOFFIN announcement but we have chosen to announce it on TED so as to reach more tenderers. Tenders shall be submitted in Norwegian, Swedish, Danish or English, but the final report shall be in Norwegian.
The aim of the contract is a neutral assessment of a selection of sedimentation basins in Norway in order to find out how many do not function as intended and what kind of measures are necessary to get the sedimentation basins functioning better.
161 sedimentation basins have been constructed along Norwegian roads. Sedimentation basins are used as a method to clean surface water from roads. The surface water is cleaned through different processes before it is released to the recipient. A visual site survey of the sedimentation basins along the E6 Akershus – Østfold in 2009 and 2012 suggested that several sedimentation basins do not function optimally. Several dams have, for example, very low water levels, whilst other dams appear to have deposits of iron that can be a result of ground water in the basins. Pre-sedimentation compartments with block intake pipes have also been observed. There are few operating instructions available and it is uncertain whether those that exist are followed. We would like to examine what has gone wrong; during the planning, during the construction or operation.
Only service providers and sub suppliers that have not assisted the awarding authority in the construction of one or several basins can submit a tender in the competition. In order to ensure the best possible objective and independent evaluation of the basins and a fair competition, there are particular impartiality rules that apply in this competition regarding potential service providers' previous dealings with/construction of the basins. Service providers with previous dealings in the matter contrary to this particular impartiality rule will be rejected from the competition, cf. point B.1.14.
