Omsorgsbygg Oslo KF (OBY) shall procure turnkey contractors to develop and construct a new nursing home in the Vester Aker district.
General aims:
— Develop and construct a new nursing home with single rooms and good welfare technology adapted to elderly persons with complex medical diagnoses, including dementia.
— Develop and construct a new nursing home with a focus on low LCC costs, energy consumption equal to passive house level and high environmental targets.
— The nursing home shall be completed in 2016.
The project consists of engineering design services for and the construction of a new nursing home with 168 nursing home places including a day centre. The contract also includes demolition of the existing nursing home. The new nursing home shall be constructed with 9 floors, this makes a total of approx. 15 000 m² gross.

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The contractor shall be a legally established company.

The company's last two annual accounts including notes, the board's annual reports and the auditor's reports as well as recent information that is relevant for the company's accounting figures.

The contractor shall have the financial capacity to undertake the assignment / contract.
Teknisk og faglig kapasitet:

An account of the contractor's average work strength and the number of employees in the administrative management during the last 3 years.
An overview of the works that have been carried out during the last five years, together with certificates of satisfactory execution for the most important works. The certificates shall state the work's value and date and place of execution, and to what extent the works were professionally and properly carried out.

Certificate for the company's quality assurance system issued by independent bodies that confirm that the contractor fulfils certain quality assurance standards, e.g. ISO 9001:2002.
Other documentation of equivalent quality assurance measures will be accepted instead of a certificate. We request information on the system's name and a detailed contents list as well as an account of how the system is used in practice.
An account of the existing routines or a valid certificate from a third party verified system (e.g. Miljøfyrtårn, ISO 14001, EMAS).
Documentation of central certification in development class 3 or documentation that the contractor is qualified for local certification in development class 3.
The contractor can use other companies' capacity. If this is the case the contractor shall enclose a signed binding statement stating that he will or can have the use of the necessary resources from these companies for fulfilment of the contract.
