Pure substances for forensic toxicology analyses

The Insitute of Public Health, Division for Forensic Medicine and Drug and Alcohol Research, receives samples from the judicial system and the Prosecution, Probation and After Care Services and the Social Services, for checking employees and medical diagnostics, for analysing alcohol, medicaments and drugs, including interpretation and analysis results. In addition research projects are carried out within fields connected to the Division's routine activities.
The analysis methods include alcohol, a broad spectrum of medicines and drugs. There are strict requirements for the analysis activitiy, as the sample results can lead to negative sanctions for the sample giver. The Division participates in several international quality assurance programmes, where the reference substance's quaity is also of central importance. The Division's routine activities are accredited.
The Division annually purchases a considerable amount of reference substances (for approx. 1500000 NOK in the last year) for preparing reference solutions (standard solutions) and independent control tests for use in screening, confirmation and quantitative analyses. Reference substances are used for control and standard solutions from preferably two different manufacturers, possibly from the same manufacturer with two different lot/batch numbers.
It is estimated that samples are taken out 2-6 times (approx. 10mg if dry substance or 1 ampoule per time) from each substance per annum - i.e. 1-3 times from manufacturer A and 1-3 times from manufacturer B. The consumption varies for internal standards (1-16 ampoules per annum). Clear information on the certificates on the reference substances' quality is of central importance for weighing the correct amount for the production of control or standard solutions.
In order to cover the need for pure substances the Institute of Public Health is now holding an open tender competition with the aim of establishing a framework agreement with one, three or more suppliers.
The competition is an open tender competition, a one stage process where all interested suppliers can give a tender. Negotiations are not allowed.
