Procurement of solution for secure digital mail distribution

In autumn 2012 a project was initiated that aims to upgrade The Norwegian System of Patient Injury Compensation (NPE) processing tools to the latest version. In the project NPE is working with 'sister organization' The Patients' Injury Compensation Board which shall also use the latest version of procedural utility. The aim is to ensure a better workflow between the units. The tool in question is Public 360 with adaptation, supplied by Software Innovation.
All case handling takes place electronically, meaning that all documents and supporting documents are scanned and made ¿¿available in our case management system. NPE/PSN are moving forward towards becoming almost fully electronic in all correspondence. A part of this work is about to move from the current solution, where all letters and resolutions are printed and sent by regular letter mail, to sending electronic letters to recipients' secure digital mailboxes.
The procurement aims to establish one contract for every organization with a single supplier who has a solution for the distribution of letters to recipients secure digital mailboxes, and who can also handle printing, enveloping and delivery of letter mail to recipients who do not have a secure digital mailbox.

1. Description of supplier's technical capacity and professional qualifications. To demonstrate their capacity, suppliers must submit documentation of their relevant units.

To demonstrate their qualifications, suppliers must submit a short description of supplier's relevant competence.

2. Documented through at least one reference projects in the last year, that illustrates the implementation of a similar projects, with documentation of competence and capacity that was needed for implementation within project deadlines.

Supplier must state contact person(s) (names, telephone numbers, email) so that award authority can verify information if needed.

References will only be contacted if necessary.

Supplier must specify how many customers they have on both the dispatch and receiving sides, restricted to Scandinavia and divided by country.

3. Documented with offices in Norway and a survey of employees who are working in Norway, including their job titles.

4. This is documented with a copy of the certificate issued by publically approved institutions or agencies for quality control, or data on target according to EN / ISO 9000 series or equivalent, and brief description of quality assurance systems.

1. Supplier shall have a very good ability to carry out the assignment.

2. Supplier shall have good experience from similar deliveries in the last year (2012 - 2013).

3. Supplier shall be represented in Norway.

4. Supplier shall have a good and well-functioning quality system.
