Procurement of IT-consultants for operation and development of statistics database

The procurement is for consultancy services for the operation, maintenance and further development of StatSys, the database for all official statistics of Norwegian development assistance. StatSys is owned by Norad, while the case management system (PTA Project, Measures, Agreement), from which most of the data in StatSys is retrieved, is owned by the Ministry of Foreign Affairs (MFA). The MFA's IT department is responsible for the ICT services for both MFA and Norad. The contract will therefore also require collaboration with MFA.
The database is constantly increasing through import from various sources, and is used for different types of reporting. The procurement of consultancy services shall ensure the operation and maintenance of database statistics, including minor development tasks to ensure updating of the database. Ongoing changes in the statistical variables, background data, reporting requirements or systems connected to the database, will mainly constitute the maintenance and development work. Troubleshooting and correcting is also important in the operation of the database. Intermittently there is a need for larger and more time-consuming development projects based on larger changes in the database, new reporting procedures or changes in other systems that must be incorporated into or adapted to StatSys.
