The Norwegian Industrial Property Office, henceforth referred to as the Awarding Authority, invites to a tender contest involving IT consultancy services. The contract includes:
1. General operations and consultancy services (part 1).
2. Consultancy services in connection with development of electronic services (part 2).
3. Consultancy services in connection with development of the Case processing system referred to as SANT (part 2).
Separate agreements are entered into for parts 1 and 2.

Taxes and social contributions: The tenderer shall not have substantial tax arrears. This shall be substantiated by presenting:

— Tax certificate, issued by the Tax office or the Tax collector's office.

— VAT certificate, issued by the Tax office or the Tax collector's office.

The certificates shall not be older than 6 months from the deadline for receipt of tenders.

HSE statement. The tenderer shall work actively with HSE. This shall be substantiated by presenting the following documentation: The tenderer shall present a self-declaration verifying that statutory requirements related to health, safety and environment (HSE) are complied with.

The forms are available for downloading from www.regjeringen.no. The HSE statement shall not be older than 6 months from deadline for receipt of tenders.

Organisational and legal position: The tenderer shall be a legally established company.

This shall be substantiated by presenting: For Norwegian tenderers; Company Registration Certificate issued by the Brønnøysund Register Centre which verifies that the tenderers are a legally established company. Foreign tenderers shall present certificate for registration in the professional register in accordance with legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Solidity: The tenderers shall have sufficient solidity in relation to the assignment's responsibility. This shall be substantiated by presenting the tenderer's annual accounts for the previous 2 fiscal years. The annual accounts shall include the auditor's report. If found necessary, the Awarding Authority reserves the right to obtain an individual credit appraisal. The credit appraisal shall not be lower than score A or equivalent.
