Prequalification for the contract for production of MGCP derived graphics

The objective of this procurement is to meet the Norwegian Armed Forces demand for unclassified topographical maps in scale 1:50 000, based on high resolution vector data (produced in the Multinational Geospatial Co-production Program (MGCP)).
The maps are named MGCP Derived Graphics (MDGs) and will provide detailed information of the terrain to support military analysis and tactical use.

The contract will include options for prolonogation of the contract with two years. The Purchaser may order upto 200 MDGs per year, in addition to the base production.

The procurement is excempted from the Public Procurement Act (Norwegian legislation) according to §1-3 (2) a. in "Regulations concerning public procurement", and will be conducted in accordance with the Armed Forces Procurement Regulations (ARF).

This procurement is regulated by the Act relating to Protective Security Services [The Security Act], and related regulations. A contract can only be awarded to a company which fully complies with the regulations set forth in the Security act, related to handling information classified as Norwegian RESTRICTED (BEGRENSET).

The applicant shall be able to enter into a security agreement with the Purchaser, cf. the Security act §27 and/or §28. The security agreement must be signed by both parties before a contractor can be given access to classified information.
