Nationwide framework agreement handling shooting range matter

The Norwegian Defence Estates Agency invites service providers to submit an application for participation in a restricted tender competition without negotiations.
The framework agreement for handling shooting range matter shall include:
— Transport from temporary stores in the shooting range to a reception centre with a licence for handling
— Disposal of the matter
— Treatment of matter in situ.
A total rough estimate for the entire Norwegian Defence Estates Agency is that there is a need for handling between 60 000 and 200 000 m3 shooting range matter (it is not clear how much of this will be converted to tons). Emphasis is put on the fact that this is a rough estimate and the volume can be significantly changed.
The framework agreement is for two (2) calendar years afte the contract is signed, with an option for an extension of up to one (1) year + one (1) year + one (1) year + one (1) year. I.e. a maximum of six years. The tender documents will focus on the commitment to innovation (R&D) and the environment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Value added tax certificate (National requirement)
(2) Company tax certificate (National requirement)
(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
Foreign service providers must enclose documentation showing that the company is legally registered in their country. Norwegian service providres do not need to document fulfilment of this requirement beyond presentation of tax and VAT certificates.
Økonomisk og finansiell stilling:
The last 3 annual accounts, or extracts thereof, including key figures.
Credit rating of the service provider, not older than 6 months calculated from the deadline for receipt of tenders. The rating shall be carried out by an independent actor that has a licence for this. The result of the credit rating shall be given as a graded value (letter or number) on a defined scale.

Teknisk og faglig kapasitet:
Description of the company's most important contracts in the last 3 years, including handling large amounts of matter. The description shall include the value, date and awarding authority.
Account of the tools, machines, instruments, materials or techncial equipment that the service provider can use for fulfilment of the contract.
Describe the education and professional qualifications at the service provider and the company's administrative management, in particular for the or those persons who will be responsible for carrying out the services.
Description of the service provider's measures or methods for quality assurance.
Description of the service provider's resources for inspections and research.
Description of the service provider's situation as regards necessary public licences, including type of matter and amount. If a service provider does not have the necessary licence, the description shall include information on the probability of achieving this or an alternative solution.

Service providers must document the capacity to fulfil the contract.
Service providers must have good competence in the assignments that are included in the contract. This involves:
— Transport from temporary stores at the shooting range to reception centres with a licence for handling
— Environmentally friendly final treatment of shooting range matter
— Treatment of shooting range matter in situ
Service providers must have the necessary public licences to handle matter as stated in table 1 in chapter 2.1, or have the possibility of obtaining the necessary licences, or have an alternative solution.

In the dialogue conference it was clear that there is a large possibility for more environmentally friendly handling of matter, but that this will require testing and further development of existing technology. The Norwegian Defence Estates Agency has therefore deemed it necessary to have a longer time horizon for this contract.

Objektive utvelgelseskriterier:
The Norwegian Defence Estates Agency intends to invite five service providers to submit a tender, as long as there are a sufficient number of qualified service providers. If the number of qualified service providers exceeds the limit for the Norwegian Defence Estates Agency, we will choose the service providers that are seen as best qualified based on a total assessment of the received documentation in accordance with the 'Requirements for technical and professional qualifications'.
