Helse Bergen HF, hereafter called the awarding authority, currently has approx. 400 multi-monitors and 19 centres for medical monitoring of unstable patients, critically ill patients and patients having an operation or other treatment.
Helse Bergen HF hopes that the replacements shall occur during the coming 4 to 6 years, but this is not a final and binding schedule for the replacement rate.
The telemetry installations for radio based heart monitoring and diagnosing at Haukeland University Hospital and Voss Hospital shall also be replaced. The installations at HUS currently serve 40 Intensive Monitoring units (MIO) for monitoring patients admitted to other departments, and 12 channels are used by Heart 4 Thorax mainly for monitoring newly operated heart patients during rehabilitation. Voss Hospital serves 7 allocated channels in the 440-445 MHz band for its intensive department that shall also be replaced.

Beskrivelse av opsjoner:

THe contract for both patient monitoring and telemetry shall be able to be regulated to the amounts and the final division of the number of units will be in accordance with the awarding authority's assessment of need, capacity and finances. A certain amount of increase is expected in all types of equipment in relation to the current volume and there will, in the period that the equipment is planned to be replaced, be expansions that will also bring about a need to order further units. This contract shall cover the need that arises from the replacement of the current equipment, as well as the need that arises from expansions within the period when the existing equipment is being replaced. The awarding authority does not currently have an overview of how large the volume will be beyond the replacement of the existing equipment. So that the evaluation of the tenders shall be carried out in a predictable way, the evaluation will be based on the volume stated in the attached matrix in annex 9. This is based on a volume of the current equipment. 10 % will then be added to this volume in order to take possible future expansions that can occur under this contract into consideration.

— A tax certificate and VAT certificate are issued by either the local tax office or the tax collection office where the tenderer has his main office. These certificates shall not be older than 6 months.

— Norwegian: Company registration certificate.

— Foreign companies: Proof that the company is registered in a trade register or company register as mandated in the law in the country where the tenderer is established. In addition documentation such as a company registration certificate that shows that the company is registered in accordance with the company registration regulations and that they can operate a business in Norway.

Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution. The rating must be at least A or better, measured on AAA Soliditets scale - or equivalent score from another reputable rating company.

If a tenderer cannot enclose a credit rating the awarding authority will on its own initiative obtain this from AAA Soliditet AS.

If a tenderer's credit rating is not satisfactory, for example newly started companies with the credit rating AN, it can be compensated by satisfactory unreserved guarantees from a bank and/or parent company with a satisfactory credit rating. Such alternative documents shall be enclosed with the tender.

Minste nivå(er) av standarder: Tenderers shall have the financial capacity to fulfil the assignment/contract.
