Mapping summoning contracts

There is a need for more knowledge on the extent of so-called 'summoning contracts' in general in Norwegian working life. Summoning contracts are work conditions that are characterised by work contracts where employees are summoned when needed. The Ministry of Labour would like to map the extent and practice of such forms of employment, as well as the content of such work contracts.

The awarding authority would like an option for additional procurements beyond the stated amount and period. Adjoining problems uncovered by the report could also be reviewed. Hourly rates are wanted for this.

4.3 Economic and financial capacity
Qualification requirement:
— Sufficient economic and financial capacity to fulfil the contract, with credit worthy with security being sufficient.
Documentation requirement:
— Credit rating with key figures from a certified credit rating company or other documentation that the above requirement is fulfilled.

4.4 The service provider's technical and professional qualificationss
Qualification requirement:
— Service providers must refer to a minimum of 2 relevant contracts. Relevant contracts mean reviews within working environment and/or working conditions.
— Service providers must have sufficient capacity to fulfil the assignment.
Documentation requireemnt:
— Reference list of the service provider's contracts in the last 3 years with most relevance for this assignment with the awarding authority's name and if possible the value of the assignment and a reference. It must be clear what was delivered and what role the service provider had in the delivery.

— Service providers must have professional competence and the capacity to fulfil the assignment.
4.5 Requirement for use of sub suppliers
To the degree that tenderers will use sub suppliers' capacity to be qualified, see point 4.3 and 4.4, tenderers shall document to the awarding authority that they will be able to use the necessary resources at the sub supplier. As documentation tenderers must enclose with their tender a binding statement, cooperation contract or equivalent documentation in which the sub supplier binds himself with the resources in question in accordance with the fulfilment of this contract.
