Helse Vest IKT - KULE project

The KULE project is to conduct a procurement process for solutions for clinical processes: electronic medical record/chart system, drug prescriptions, drugs administration and supply system for health trust within Helse Vest (the Western Norway Regional Health Authority). Private institutions contracted to Helse Vest may choose to join the agreement.
A future comprehensive solution shall contribute to
— a reduction in the number of preventable, undesired incidents involving drugs
— improved patient safety and quality of care
— support a comprehensive patient workflow
KULE is to acquire both software and hardware:
Software:
— Electronic medical record/chart system
— Electronic drugs supply system for the ordering and supply of drugs for a hospital unit from a hospital pharmacy/supplier.
Hardware:
— Automated dispensing cabinets
— devices for electronic identification of drugs, patient and personnel
— Drug dispensing trolleys and/or other equipment to facilitate distribution and dispensing of medicines and controlled drugs.
The objective is to integrate these components into a comprehensive solution, thereby providing a "closed loop" for improved patient safety.

The Client conducts this procurement on behalf of: Helse Vest RHF, Helse Stavanger HF, Helse Fonna HF, Helse Bergen HF, Helse Førde HF, Sjukehusapoteka Vest HF and private institutions contracted to Helse Vest. Please be informed that the procurement is conducted as a competitive dialogue, which is a two-stage procedure. This means that Tenderers requesting participation in the procurement process must first be qualified, based upon the requirements stated in the notification in Doffin/TED and the qualification documents. Qualified Tenderers will be invited to participate in the competitive dialogue, and will receive a Descriptive Document (ITT1) which in more detail describes the Client's needs and the regulations governing the dialogue process. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Requirement: Supplier shall have settled tax claims.

Requirement: For work that will be performed in Norway the awarding authority will require that all suppliers provide self-declaration in compliance with, or by the eventual contract award, will comply with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Requirement: Company registration certificate.

The Tenderer's two last completed financial statement (annual accounts) including notes and the management's and the auditor's report As annual accounts for 2012 are unlikely to be completed within the due date for this prequalification, preliminary account for 2012 shall be submitted (if available) in addition to completed annual accounts for 2011 and 2010.

The Client reserves the right to obtain a credit rating of the Tenderer. Financial strength will be evaluated based on capital turnover, operating margin, solidity and liquidity.

The required information mentioned above shall also be attached for the Tenderer's parent company if applicable.

The Tenderer shall have sufficient financial capability to perform the Contract.

Documentation of ability to carry out the contract:

Own business:

A short description of the organisation shall be

submitted, including:

— A description of the company's business idea and core competence related to the scope of delivery

— A description of the company's history, how it is organised and their ownership, in addition to a description of current activities

— A description of how the Tenderer is organised for the fulfilment of this Contract

— A summary of the company's overall quality assurance system used for the execution of the Contract

Collaborating partners /subcontractors:

If any collaborating partners / subcontractors are offered as part of the Request for Qualification, the Tenderers shall submit the following:

— Name, address and organisation number for the subcontractor.

— Description of which parts of a service commission the subcontractor will be responsible for.

— If the supplier relies on any subcontractors for the purpose of fulfilling one or several of the qualification requirements, sufficient documentation must be submitted in order to prove that the requirement is fulfilled.

Documentation of experience:

Attestations of similar related contract performance from the 5 preceding years. The attestations shall be signed or otherwise approved in writing by the contractor in question, and shall as a minimum include:

— Short description of the contract performance.

— Time of performing the contract.

— Scope of contract performance in monetary terms.

— Name and telephone number to the contractor's referee.

Reference descriptions must contain sufficient information for the Client to evaluate relevance for this contract.

If a signed or confirmed attestation cannot be obtained, the Tenderer shall submit a list containing all relevant contract performances with a description in accordance with the bullet points listed above.

The Client is admitted to contact the referees.

Requirement: The Tenderer shall have sufficient professional ability to perform the contract.

Requirement: The Tenderer shall have sufficient experience within the subject area included in this contract.
