Inspection of physical installations within shooting and exercise areas

Forsvarsbygg would like to carry out inspections of physical installations within shooting and exercise areas. This involves inspections of individual shooting range installations, including basic shooting ranges and field ranges, as well as the inspection of the shooting ranges' activities within the greater complexity that a shooting and exercise area consists of.
The inspections shall be carried out in accordance with the national requirements in Forsvarsbygg's handbook for shooting and exercise areas (HFSØ) as well as the Norwegian defence's safety regulations for land military activities UD2-1. Knowledge is required of NATO's standards within safety (STANAG 2401 and 2240), including terms and understanding of ballistic calculations and the MRR principle.
The inspection of shooting and exercise areas will be carried out nationwide.
The service provider msut have the necessary measuring instrument for measuring angles, heights and distances in accordance with the rules and requirements for spreading angles.

The inspection of shooting and exercise areas will be nationwide. The shooting and exercise areas are divided into seven market areas. All seven market areas shall be inspected during a 5 year period. In the 5 year period approx. 25 shooting and exercise areas will be inspected, including approx. 161 basic shooting ranges, at least 309 ranges of field character and approx. 11 special installations for shooting. The number of shooting ranges and installations and the division between basic shooting ranges and field ranges can be changed during the 5 year period.

— Account of experience from equivalent contracts in the last 3 years, including information on the recipient and the value and date of the contract, or have other relevant experience or technical and professional qualifications.

— At least 3 references from equivalent contracts, or have equivalent or other relevant experience and professional qualifications.

— Overview of the company's total capacity and the expected available capacity for the services included in the contract.

— The amount of the contract that is planned to be carried out by the service provider's own organisation.

Minste nivå(er) av standarder:

Service providers shall provide personnel that have very good professional competence within their profession, emphasis will be put on whether the service provider has knowledge of NATO's safety rules and an understanding of ballistic calculations and the MRR principle.

Service providers shall document experience from equivalent projects.

Service providers shall document the necessary capacity for the contract.

Kontraktutførelse
Andre særlige vilkår:

The service provider and the persons who shall carry out the contract work must be security cleared at Confidential level, as well as enter into the necessary security contract.

When working out reports for graded installations, or when the report must be security graded for other reasons, the relevant computer equipment must be approved in advance by Forsvarsbygg in accordance with the Security Act's requirements.
