Hazardous substances in an urban fjord

"Hazardous in an urban fjord" is a programme that shall monitor the leaking of chemicals that are used in a densely populated area and look at how this affects a fjord system.
The monitoring aims to:
-estimate bio accumulation of selected hazardous substances in several trophic levels in marine food chains
-Connect exposure of hazardous substances to toxic effects in a marine ecosystem, including hormone disturbing effects and cocktial effects
-identify sources and outlets for hazardous substances in fjord systems (where do the hazardous substances go in a fjord) and design target orientated measures.

If the budget limits are reduced and are not sufficient to carry out the basic programme as described in the tender documents, we must either reduce the extent of the announced programme or not implement the programme. Beskrivelse av opsjoner:
Option 1 - Extra sampling
Tenderers shall in this option include extra sampling of organisms and sediment at some of the stations in the programme. These samples shall be used in other monitoring programmes such as screening.
Option 2 - Deposits of hazardous substances by air and precipitation to Oslo fjord.
This option includes sampling and analyses of air close to Oslo fjord. The aim of such surveys is to measure the deposits of hazardous substances by air to Oslo fjord. Tenderers are to choose the method for sampling themselves and they must include storage of the samples for short periods in annex C price and extent.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
Tenderers shall have their tax and VAT payments in order.
Tenderers shall have a functioning HSE system.
Tenderers shall be a legally established company.
Økonomisk og finansiell stilling:

Credit rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.
If sub supplier(s) are used, the tenderer shall enclose a binding statement that he can actually use the sub supplier'(s) capacity.

Tenderers shall have sufficient economic and financial capacity to fulfil the contract.

Teknisk og faglig kapasitet:
(1) A statement of the company's health, environment and safety policy
(2) A statement of the quality assurance/quality control system operated by the company.
(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts)
(4) Other documentation required (please state below)
A short and general description of the company shall be given. This is to include an account of the company's business idea and core activities related to the contract, an overview of the company's history and a description of the current company.
Tenderers shall be accredited by Norsk Akkreditering or another national accreditation body that has signed the multi-lateral contracts within European Accreditation (EA) and/or the International Laboratory Accreditation Cooperation (ILAC) for accreditation of laboratories to ISO/IEC 17025.

Tenderers must substantiate routines for auditing and maintaining the quality assurance system.

Tenderer shall have a good ability to fulfil this contract. This qualification requirement relates to the tenderer's company and not to persons included in the project.
Tenderers shall have an operative quality assurance system that functions as intended. Tenderers shall have general accreditation in accordance with ISO/IEC 17025. If a tenderer shall use sub supplier(s) (companies for analyses or sampling), the points in the right column also apply to them.
