Oslo municipality, Municipal Undertaking for Social Service Buildings, henceforth referred to as the Awarding Authority, shall enter into a contract with a general contractor for execution of reconstruction and renovation works for Ljabruhjemmet nursing home (District Nordstrand). The nursing home shall be altered into 'care+' dwellings in accordance with Oslo municipality‘s concept 'Care+ dwellings'.

A site inspection will be held on the thursday, 19.9.13 at 14:00-16:00. The meeting point will be at the nursing home, which is located at Ljabrubakken 7, Oslo. This acquisition is also published on the municipality of Oslo's procurement portal, refer to: https://lextra.oslo.kommune.no/app/koeportal/innkjop.portal Suppliers must register on the procurement portal to obtain the tender documents. It will not be sufficient enough to register interest on Doffin. All of the communication regarding the acquisition will take place on the municipality of Oslo's procurement portal. The exception being the submission of suppliers questions in regards to the tender documents and the sending in of the bid for the competition. (NT Ref:305199)

Oslo municipality, Municipal Undertaking for Social Service Buildings, henceforth referred to as the Awarding Authority, shall enter into a contract with a general contractor for execution of reconstruction and renovation works for Ljabruhjemmet nursing home (District Nordstrand). The area of the site is 4 520 m
The building shall be constructed as Passive house with Smart house technology and in accordance with TEK 10.
The contract type is general contracting and the project is a pilot project for Oslo municipality. Tentative progress is publication of the tender documents, September 2013 and initiation of works at the turn of the year 2013/14 with completion at the turn of the year 2014/15.

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— The tenderer's annual accounts for the previous 2 years including notes, the board's and the auditor's reports as well as recent information with relevance to the company's accounting figures.

— Updated credit appraisal/rating from a publicly approved credit rating agency. The appraisal/rating shall not be older and 6 months and be based on the most recent known accounting figures.

The tenderer shall have sufficient financial capacity to implement the assignment/comply with the contractual obligations
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts).
(4) A statement of the quality assurance/quality control system operated by the company.
(5) Other documentation required (please state below)
— Organization plan for the project as well as CVs showing education and work experience and references for the central personnel implementing the contract.
— An overview of relevant projects with smart house technology and passive house standard or equivalent. The projects shall have been executed the previous 5 years and the overview shall include information of the project value, time and place and whether the projects were executed professionally and properly. The references for the projects shall be attached and will be contacted by the Awarding Authority if required.

Certificate of the company's quality assurance system issued by independent bodies that confirm that the contractor fulfils certain quality assurance standards, e.g. ISO 9001:2002. The Awarding Authority may also accept other documentation of equivalent quality assurance measures that the contractor presents.

— The contractor may rely on other company's capacity in order to comply with one or several requirements. If so, the contractor shall present a signed liability statement verifying that necessary resources are available for implementation of the assignment. If such liability statement is not presented, the tender will be rejected.
