Framework agreement for purchase of risk analyses and traffic safety audits

The Awarding Authority requests tenders for delivery of Traffic Safety (abbreviated TS) audits in accordance with the Road Safety Regulation and/or risk analyses where the objective is to assess the traffic safety related to new road projects and new/existing tunnels. The contract includes the following services:
— Traffic Safety audits
— Audit of a zoning plan shall be conducted, before making the planning proposal available for public inspection. This shall be presented prior to political consideration of the zoning plan.
— Audit of the detailed engineering design shall be conducted prior to initiation of the works.
— Audit of the completed plant prior to opening shall be conducted and when the road is considered completed, however prior to opening.
— Audit subsequent to opening of the road shall be carried out during the initial utilisation stage of the road works. The audit shall include an inspection of the complete plant and an assessment indicating if use of the road by the road-users is as predicted.
— Risk analyses:
As the analysis objects and the problems are subject to variations, the analyses processes and use of methods must be adapted to this. However, the Awarding Authority requests that the analysis is implemented from a main concept and this shall be based on the 'veileder for risikoanalyser i vegtunneler»/«risikovurderinger i vegtrafikken' ('guideline for risk analyses in road tunnels/risk assessments in the road traffic).
There are no absolute 'acceptance criteria' for risk which the analysis results shall be assessed against, in relation to technical requirements given in regulations and manuals.
Cooperation process:
Each risk analyses shall be conducted in cooperation with the Awarding Authority's employees in order to ensure that the existing competence in road planning, operations, traffic control, traffic safety, road users' behaviour and vehicles are utilized in the analyses.
Vital joint venture partners are i.a. project managers/planning employees and tunnel administrators/safety controllers.
The tenderers are invited to submit tenders for risk analyses and/or Traffic Safety audits. It is not allowed to submit tenders for smaller geographical areas than Region Mid Norway.
Tenders may be submitted for the following:
— Risk analyses for road project.
— Risk analyses for road tunnels.
— Risk analyses for both road project and road tunnels.
— Traffic Safety audits.
— Traffic Safety audits and risk analyses for road projects.
— Traffic Safety audits and risk analyses of road tunnels.
— Traffic Safety audits and risk analyses for both road tunnels and road tunnels.
