The Norwegian Defence Estates Agency, c/o Skifte eiendom has a need to establish a framework agreement with a service provider who can provide communication, production and distribution of property advertisements, internet media, trade magazines, newspapers and social media.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Value added tax certificate (National requirement).
(2) Company tax certificate (National requirement).
(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Foreign service providers must enclose documentation that the company is legally registered in its home country. Norwegian service providers do not need to document fulfilment of this requirement beyond tax and VAT certificates.
Økonomisk og finansiell stilling:
Credit rating of the service provider, not older than six months calculated from when the deadline for receipt of tenders expires. The rating shall be carried out by an independent actor that has a licence for this. The result of the credit rating shall be given as a graded value (letter or number) on a defined scale. The last three annual accounts, or extracts thereof, including key figures.

Service providers must document capacity to fulfil the contract.
Service providers must have competence in the communication assignments included in the service. This means at least three years experience within:
- Communication of advertisements;
- Customer consultancy within property advertisements;
- Negotiations with the advertising milieu.
