Framework agreement for advertisement arrangements and consultancy

Norwegian Maritime Authority (Haugesund)

The Norwegian Maritime Authority would like to enter into a framework agreement with a media agency for the following services:
- Negotiating discount agreements with media for advertisements.
- Sending advertisements to printed media and internet newspapers/internet sites that are shown on PCs and mobiles/tablets.
- Consultancy services for adapting advertisements to the actual advertisement formats, choice of media and quality assurance are included in the contract.
- Option for the awarding authority to exercise an option to extend the framework agreement to also include advertisement arrangements for radio and TV.
The aim is to enter into a framework agreement to achive good discount agreements with the media, better resource exploitation as regards advertisements and to increase the rate of hits and effect in the relevant target groups.
The awarding authority is not obligated to purchase any specific amount of services in the framework agreement period.
Emphasis is put on the fact that the Norwegian Maritime Authority reserves the right to purchase general or expert communication consultancy services from others, if appropriate. The communication services will thus not be exclusive for the chosen service provider.
The framework agreement will be for 1 year with an option for the Norwegian Maritime Authority to extend the framework agreement for 1 + 1 + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Qualification requirements:
o Service providers shall have paid their taxes.
o Service providers shall be a legally established company.
o Service providers that shall carry out work in Norway shall fulfil the legal requirements in Norway concerning health, safety and environment (HSE).
Documentation requirements:
o Certificate issued by the competent authority in the member country where the service provider comes from, that confirms that the service provider has fulfilled his obligations as regards the payment of…
… taxes (Norwegian service providers can apply to the chief municipal treasurer for form RF.1244) in accordance with legal regulations in the country where the service provider comes from. The certificate shall not be older than six months calculated from the deadline for receipt of tenders.
… value added tax (Norwegian service providers can apply to the tax collector for form RF.1244) in accordance with legal regulations in the country where the service provider comes from. The certificate shall not be older than six months calculated from the deadline for receipt of tenders.
o Self-declaration that the service provider fulfils, or will fulfil upon award of contract, legal requirements in Norway concerning health, safety and environment (HSE). The HSE self-declaration form that is in accordance with the procurement rule's requirements is attached to the tender documents.

No documentation is to be sent. The Norwegian Maritime Authority will obtain a credit rating of the tenderers from Dun&Bradstreet or equivalent. Service providers must achieve a minimum rating of "A credit worthy" or equivalent.

Service providers shall have sufficient financial ability to fulfil the contract obligations.

List of the service provider's three most important deliveries or performed services in the last three years with relevance for this framework agreement, including information on value, date and the name of the public or private recipient. If they were services to public awarding authorities, they shall be documented with certificates issued or confirmed by the relevant authority. If they were services to private purchasers, certificates shall be issued or confirmed by these private purchasers. If these do not exist, a statement can be accepted from the service provider. It must be clear what was delivered or performed and which role the service provider had.

The service provider as a company shall have sufficient experience to fulfil its obligations in the framework agreement. Three contracts relevant to the framework agreement will be sufficient experience for the service provider as a company.
