The Norwegian Water Resources and Energy Directorate's, henceforth referred to as the Awarding authority, International development aid is regulated through a joint venture agreement between the Awarding Authority and the Norwegian Agency for Development Cooperation. This agreement includes all of the Awarding Authority's activities as consultant for the Norwegian Agency for Development Cooperation, as well as other assignments related to institutional agreements with selected developing countries.
In 2013 the Awarding Authority International section has conducted assignments in the following countries: Angola, Bhutan, Bulgaria, Ethiopia, the Philippines, Georgia, Liberia, Mozambique, Myanmar, Poland, Romania, Slovakia, South Sudan, Tanzania and Hungary. The Awarding Authority wants to continue with using internal competence from other governmental administrative agencies (own management) when this is natural in relation to the administrative agencies' tasks.
The objective of the framework agreement is to provide the Awarding Authority rapid and flexible access to consultancy services for sectors and areas prioritised in Norwegian development co-operation as well as ensure efficient use of resources, high quality, competition, openness and predictability. When it comes to the area energy and water resources, the Awarding Authority aims at entering into a framework agreement with one provider (not parallel framework agreements).
