Norsk kulturråd

The Arts Council of Norway has the need to be able to call-off consultancy services to carry out planned changes to their existing communication solutions. In addition, there will be a need for assistance in selecting cloud services which they would like to have in place by the autumn of 2013 / spring of 2014. During the next few years will the needs for the Awarding Authority vary for consultancy assistance and the Awarding Authority will seek to enter into a framework agreement with a supplier.
A smaller part of the agreement will be for the purchasing assistance for the setup, service and maintenance of its central administrative tools.
It is expected that the consultancy services will constitute for most of the contracts total value, an "Assistance Agreement (Government Standard Terms and Conditions for Consultancy Services
SSA-B)" will be utilized.

(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— Credit appraisal with key figures from a recognized credit rating agency, or similar documentation. Suppliers who are not creditworthy (eg given a rating of 'C' or lower by Dun & Bradstreet) will have their application rejected. Suppliers with poor credit ratings (eg given a rating of 'B' by Dun & Bradstreet) will be asked to give an explanation for this and render probable confidence for the delivery.

Required qualifications:
— At least 2 relevant deliveries within the last two years of equivalent solutions
Documentation:
— Reference list of client names, the value of the assignment and a contact person.
— The suppliers must document competence that is relevant to the assignment, ie expertise in MS Lync and setup of internally hosted cloud services that cover the Awarding Authority's needs.
— The supplier is requested to document their specific / general expertise in relevant communications solutions and services for making available data through the Internet (and Lync cloud services).
5.4 Certifications
Eligibility Requirements:
— Bidders shall document any certification schemes that are approved for by software manufacturers (for example Microsoft or other software providers, if cloud services are from an alternative supplier).
— Suppliers must be co-partner of the relevant supplier.
— Bidders shall document any certification schemes that they are a member of.
— Bidders must document that they have a partner status with the above suppliers.
