Consultancy services in the areas of:
— Service group 1 Organisational development;
— Service group 2 Coaching, mentoring and conflict resolution.
Awarding authority has expertise in parts of the requested areas, and where they have the capacity, will perform these tasks themselves. Management training programme and occupational health services are not covered by this agreement. Free assistance from insurance companies is not covered either.
Assignments already ordered or initiated, regardless of the tender, will be supplied and completed by the relevant supplier
The Award authority is working to build up internal expertise to help in the best way possible in the practical implementation of the processes. In order to strengthen the competence of local authorities, they wish to work with such processes, in some cases running processes in collaboration with the supplier's consultants. This is to ensure that we solve the assignments in an optimal way, while municipalities can build up internal expertise through practical implementation of processes with experienced consultants.

Service providers are required to have a legally established company.

Økonomisk og finansiell stilling:
(1) The company's most recent annual report including new information of relevance to the company's accounting figures.
(2) Presentation of the company's annual accounts, or extracts thereof.
Any memorandum with opening balance for newly started company.
Minste nivå(er) av standarder: Service provider shall have good solidity.
Teknisk og faglig kapasitet:
Overview of the company's average manpower with relevant comptence in the last 3 years.
A brief description of service provider's organisation and staffing plan used in this framework agreement, including information of names and CVs of the key personnel who will carry out the assignments.
CVs of the key personnel shall include information about two to three relevant contracts executed, or work in progress, in the past 5 years.
The documentation must show the nature, value, date and award authorities.
Key personnel in Service group 2 shall have coaching competence, documented through education plan from educational institution.
Documentation of types of personality tests and team tests, and current certifications.

Documentation describing the company's environmental policy.
Documentation showing that the requirement for universal design is met, applies only to Service group 2.
Address of properties for customer receipt, applies only to Service group 2.
Documentation confirming that workers are guaranteed statutory wage and working conditions, refer to Appendix 3 Self-declaration social dumping.
Minste nivå(er) av standarder:
Tenderers are required to have sufficient capacity:
Service group 1 At least 4 consultants related to the business.
Service group 2: At least four consultants related to the business.
Tenderers are required to have staff with relevant expertise and significant experience from similar projects and good ability to implement.
Service group 1: At least one psychologist/organizational psychologist with three - five years experience. At least one person with proven expertise/experience in project management.
Service group 2: At least one psychologist with three to five years experience. At least one consultant with training in coaching.
Tenderers are required to have consultants certified in the implementation of the personality test and test team.
Tenderers are required to have an accessible updated website.
Tenderers are required to have prepared an environmental policy for the company.
Only for service group 2: The tenderer for service group 2 is required to have their own premises which are identically designed.
Only for service group 2: It is required that the supplier is located with available premises max. 60 min by car from the centre of Kristiansand.
Tenderers are required to comply with the requirements of pay and working conditions laid down in the regulations on wages and working conditions in public contracts. Also applies to subcontractors.
