Competition for the purchase of an audit of the conditions of the sedimentary basins in Norway

The Awarding Authority would like quotes for the delivery of consultancy services in connection with the mapping of 'A revision of the conditions of the sedimentary basins in Norway', this includes required fieldwork, analysis and reporting.
Only suppliers and subcontractors (including suppliers and subcontractors within the same corporation) that have not assisted the Awarding Authority with the construction of 1 or more of the basins that are listed in Annex 2, will be allowed to submit a bid for the tender competition. To secure the most objective and independent evaluation of the basins and that the fairest competition apply to this particular contest's rules in relation to potential suppliers prior dealings with / the construction of the basins. The suppliers with previous involvement with this case in violation of this exceptional impartiality provision will be dismissed from the competition cf. section B.1.14.
The purpose of the assignment is to identify whether the purification solutions function hydraulically, i.e. that the road waters arrive at purification solution and that foreign waters (ground water / terrain water) does not come into the purification solution and interfere with the treatment process. The final report will also include recommendations from the consultant about how sedimentary basins could function better.
The acquisition has a budget limit of 1 million NOK inclusive of VAT. This is a DOFFIN announcement but we have nevertheless selected to publish it in the OJEU to come in contact with more bidders. The bids must be submitted in Norwegian, Swedish, Danish or English and the final report must be in Norwegian.
The purpose of the acquisition is a neutral assessment of the variety of sedimentary basins in Norway and to find out how many are not working as intended and what measures are necessary for the sedimentary basins to function better.
Along Norwegian roads there have been built 161 sedimentary basins. The sedimentation basins are used as a method for purifying surface water from roads. Through various processes the surface water is purified before it is released to the receiving waters. A visual inspection of the sedimentary basins along the E6 Akershus - Østfold in 2009 and 2012 indicate that several sedimentary basins were not functioning properly. Several dams for example, have extremely low water levels, while other dams seem to have a precipitation of iron which can be caused by the mixing of the groundwater in the basins. Primary sedimentation chambers have also been observed with watertight inlet pipes. There are a few operating instructions but it is uncertain whether they follow where they actually exist. It is desirable that this be investigated and found out where the problem is; under the planning, under the construction or the operation.
