The Awarding Authority shall obtain a system for "Two-way SMS solutions for the schools in Oslo" (also called a "system solution" or "performance") for the communication between the schools and parents / students. Schools in Oslo has an independent budget and acquisition responsibilities and the Awarding Authority requests to enter into a framework agreement for a solution and then let individual schools decide whether they want to use the system solution.

Some schools have no existing solutions in place. The value of the framework agreement is extremely uncertain, as it depends on the offered price, the number of schools that choose to enter into the framework agreement and the intensity that these schools will actually use the service. The suppliers own efforts with marketing and recruitment for the framework agreement is believed to largely affect this. In 2012 there were 19 cost centers associated with the offer of 2-way SMS solutions and had a turnover for just under 700,000, - Norwegian krone.The framework agreement value will be between 0.8 million and 12 million Norwegian krone.

Beskrivelse av opsjoner:
The framework agreement will have a duration of 2 years from the contract's start-up. The contract will expire on 31.8.2015.
The Awarding Authority has an option to extend the contract for an additional further 1 + 1 year(s) with the same terms so that the framework agreement can have a duration until 31.8.2017.

— Foreign suppliers must submit certification from corresponding authorities as the Norwegian suppliers.
