31-2013 Submarine cables for Herdla measuring station - new competition

The Norwegian Defence Research Establishment (FFI) is in the process of upgrading submarine cables at Herdla outside Bergen and would like tenders for submarine cables. Further information is in point 4 Requirements for the service and award criteria in the tender documents.
An equivalent competition was announce 9.9.2013 with a deadline for tenders 30.9.2013. This competition had to be cancelled unfortunately. The reason for this was that FFI got the estimated procurement cost wrong. The tender documents stated that the estimate was between 500 000 and 1 000 000 NOK excluding VAT and a decision was made to use the rules in part II of the "Public Procurement Regulations". It became apparent that the offered prices were well above the threshold of 1 000 000 for part II. The only way to correct this was to cancel the competition and announce a new competition in accordance with the rules in part III.
The offered prices were, for this reason, above the budgeted amount, and in the new competition the specifications have been amended as regards the first competition in order to get lower tender prices. The deadline for the receipt of tenders is Monday 25.11.2013 (12:00).
