Public entities (both governmental and municipal) shall in an efficient and secure way send mail to inhabitants' digital mailboxes via a joint secure digital mail service. A message forwarding service shall ensure that digital mail sent from public entities is securely received in the inhabitant's digital mailbox.
The contract consists of two sub procurements that shall both be included in the secure digital mail service;
Sub procurement 1) Digital mailbox.
Sub procurement 2) Message forwarding service.
Applications can be sent for prequalification for participation in one of the sub procurement or both sub procurements.

The future goal is that digital services shall be the main rule for the administration's communication with inhabitants and businesses. All public entities (governmental and municipal) can use the secure digital mail service that will be established after this procurement. It is very uncertain how quickly the public entities will start to use the system and for which services it will be used. A socio-economic analysis was carried out for the Difi report 2012:10 Secure digital mail from public entites. Annex 5 Market analysis and socio-economic analysis, includes, amongst other things an implementation rate. Alternative 3 in the Difi report 2012:10 is comparable with a secure digital mail service as it is announced here. This procurement however is limited to digital mail to inhabitants. Thus the estimates and valuations in Annex 5 ought to be halved. Emphasis is made to the fact that there is great uncertainty connected to the estimates.
