12320 New control center for police H003 Design

Justis- og beredskapsdepartementet (JBD) has given Politidirektoratet (POD) an assignment to lead the effort to establish a new emergency center for police, and POD has asked Statsbygg to act as the builder for the project. The center will ensure co-location of the emergency squad, helicopter service, bomb group, crisis and hostage negotiation service and police dog service in the Oslo Police District.
A group tender shall be submitted based on hourly rates from an overall design group (PG). The group will be contracted for the schematic design phase, with options for further design of the pilot study, detailed design and supervision of construction and warranty phase.
It is highly probable that the project will either be implemented as a turnkey contract or an interactive contract based on ISO 8407, with transfer of the entire design group. Statsbygg reserves the right to transfer only part of design group, for example, only the architect to the contractor. The final decision on contract strategy is expected to be taken during the schematic design phase.
The new emergency center will follow Statsbygg's guidelines for the external environment. It shall be designed for an energy level at least equivalent to passive. Accurate energy requirements will be determined later. In addition, concrete environmental targets for the project will be set.
