12320 New control center for police H003 Design

Statsbygg Hovedkontor

Justis- og beredskapsdepartementet (JBD) has given Politidirektoratet (POD) an assignment to lead the effort to establish a new emergency center for police, and POD has asked Statsbygg to act as the builder for the project. The center will ensure co-location of the emergency squad, helicopter service, bomb group, crisis and hostage negotiation service and police dog service in the Oslo Police District.
A group tender shall be submitted based on hourly rates from an overall design group (PG). The group will be contracted for the schematic design phase, with options for further design of the pilot study, detailed design and supervision of construction and warranty phase.
It is highly probable that the project will either be implemented as a turnkey contract or an interactive contract based on ISO 8407, with transfer of the entire design group. Statsbygg reserves the right to transfer only part of design group, for example, only the architect to the contractor. The final decision on contract strategy is expected to be taken during the schematic design phase.
The new emergency center will follow Statsbygg's guidelines for the external environment. It shall be designed for an energy level at least equivalent to passive. Accurate energy requirements will be determined later. In addition, concrete environmental targets for the project will be set.

Security-classified procurement. The procurement is subject to the Security Act and related regulations, the assignment will lead to caseworkers having access to sensitive information. Personnel who may have access to classified information shall be authorized and possibly security cleared in accordance with Chapter 6 of the Security Act and the regulations on personnel safety. Tenderers take the risk that they have personnel who are suitable for security clearance, and that they will be able to achieve security clearance. There are different requirements depending on the classification level of the information and whether company or personal clearance is involved. The time spent to achieve this will be different and will depend on whether it requires the involvement of the National Security Authority or foreign security agencies. Tenderers bear the risk that the company and their consultants achieve the necessary security agreement/authorization/clearances within the reasonable limits that will be set by Statsbygg after the classification level is determined. We assume that the requirements of security legislation will be honored within 3 three months after contract signature. Otherwise Statsbygg have the right to terminate the contract. Violation of safety regulations and/or loss of the necessary clearance/authorization is to be regarded as material breach of the projects staff's contractual obligations. Teknisk og faglig kapasitet:

Each company in the group must give a presentation of reference projects with the highest transfer value, maximum 4. As a minimum, the following must be stated:

1. Project name, type of construction, the Award Authority, construction-type, complexity and size of the buildings in m

2. Contract costs excluding VAT.

3. The company's own contract sum, excluding VAT.

4. Time of completion/phase project is in.

5. The company's role and responsibilities in the project, including which planning phases/construction phase they have undertaken.

6. Disclose whether it is a new construction or renovation.

7. For the company that has the role in PGK it shall also be stated which disciplines it is coordinated.

Minste nivå(er) av standarder:

For companies ARK RIB RIV and RIE good experience in the design of construction projects of relevant size and complexity is required.

PGK (firm) should have good experience in interdisciplinary coordination of design of construction projects of relevant size and complexity.
