Beskrivelse av opsjoner:
The contract is for a period of two (2) years, with an option for Troms county for two (2) new years, one (1) year at a time. The total period for delivery can therefore be four (4) years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Declaration of the company's participation in a publicly verified apprentice scheme(s) relevant to the contract.
(3) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(4) Value added tax certificate (National requirement).
(5) Company tax certificate (National requirement).
(6) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Suppliers are required to have a legally established company.
Økonomisk og finansiell stilling:

The following documentation shall be enclosed with the tender:
a) Companies that are obliged to send reports to the Brønnøysund Register Centre shall not enclose the annual accounts. The awarding authority will obtain information on the supplier's economic and financial position via Proff (www.proff.no). NB! Suppliers are obliged to make sure that this information is available on the website. If it is not available, the company's last 2 annual accounts are to be enclosed with the annual report.

b) Foreign suppliers and companies that are not obliged to send rpoerts shall enclose the last 2 annual accounts and the annual reports with the tender. In addition a separate document shall be enclosed that shows the requested key figures with a referral to where they can be found in the accounts. This document shall be approved by the auditor, or approved by another public authority.

If, however, there is recent information that is relevant to the company's accounting figures, and which is not included in the public registers, the supplier is obliged to inform the awarding authority about this information and document it. This can be, for example, cases where the previous years accounts are misleading and not representative for the supplier's solidity, liquidity and financial ability to fulfil the contract on the date of the deadline for receipt of tenders and for the contract period.

Companies that cannot fulfil the requirements themselves can enclose a guarantee from, for example, a parent company or subsidary companies.
NB! Any guarantee obligations must be enclosed with the tender and cannot be sent at a later date.

A minimum satisfactory solidity is required for an average of the last presented accounts, cf. the documentation requirements below. The awarding authority will use Proff TM Forvalt's (www.forvalt.no) target figures and ranking for the equity percentage, as follows:

A minimum of satisfactory degree of liquidity is required for an average of the last two presented accounts. The awarding authority will use Proff TM Forvalt's (www.forvalt.no) target figures and ranking for the equity percentage, as follows:
Degree of liquidity 1=(Sum current assets)/(Sum short term debt).
< 0,50 0,50 – 0,99 1,00 – 1,49 1,50 – 2,00 % > 2,00.
These terms are to be seen as cumulative, i.e. both requirements must be fulfilled. If they are not fulfilled the company will be disqualified.
Teknisk og faglig kapasitet:
(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(3) A statement of the quality assurance/quality control system operated by the company.
(4) Other documentation required (please state below).
Documentation in the form of certificates issued by independent bodies that document the supplier's compliance of environment management standards for environment management and environment audits. Other documentation of equivalent environment management measures can also be accepted from the supplier.
