Subscription to access to information registers with accompanying services

Oslo municipality c/o the Development and Competence Department, hereafter called the awarding authority, invite companies to an open tender competition for the procurement of a subscription to access to information registers with the accompanying services.
The contract shall include services within search and retrieval of information from databases covered by the contract as well as data cleaning, extraction and maintenance.
The awarding authority is procuring this service on behalf of all the companies in the municipality and will provide the service to the companies.
The procurement comprises:
1. A web based interface for online inquiries in the information registers covered by the contract;
2. Functionality for data cleaning of our files as well as extraction from databases to the public information registers covered by the contract;
3. Web services for programme to programme connection to the information registers covered by the contract.

The option has an option for the awarding authority to extend the contract for a further 1+1 year on unchanged terms.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
(3) Value added tax certificate (national requirement);
(4) Company tax certificate (national requirement);
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
— The service provider shall have his tax and VAT payments in order,
— The service provider shall have a HSE self-declaration,
— The service provider shall be a legally established company.
Økonomisk og finansiell stilling:
— Complete annual accounts for the last year, including notes, the board’s annual report and the auditor’s report, as well as recent information that is relevant for the company’s accounting figures. In addition a credit rating not older than 1 year that is based on the last known accounting figures is to be enclosed. The rating shall be carried out by a publicly certified credit rating institution.

Minste nivå(er) av standarder:
— The service provider shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);
(2) Other documentation required (please state below).
— A short and general description shall be enclosed of the service provider’s technical personnel or technical units that the service provider can use for fulfilment of the contract, whether they belong to the company or not. An account of the breadth of competence is wanted, not detailed CVs.

If a service provider will use another company’s capacity, the service provider shall document that they can use the relevant resources, for example, by enclosing a signed binding statement from the other company.
Minste nivå(er) av standarder:
— Experience is required from equivalent assignments,
— The service provider shall have a good ability to fulfil the contract.
By a good ability to fulfil this contract we mainly mean technical competence related to integrations and cleaning/extraction.
