Re Municipality care accommodation - Turnkey contract with collaboration/OPS

The purpose of the project is to co-locate a nursing home and assisted living accommodation in one place in Re Municipality. The municipality presently has care accommodation in three geographic locations, which we now want to replace with new care accommodation. The aim is to bring together all services in one place, and thus to improve municipal services in the health care sector in the future.
The municipal council has so far made a decision with the intention of carrying out the project, but will not make a binding decision regarding the project progress or construction until reliable cost calculations have been carried out. Re Municipality is in a financial situation that sets clear limits on the amount of money that can be invested in a new building.
This tender contest is for a contract with a partnering entrepreneur or OPS supplier, whichever is most financially beneficial to the municipality. In order to facilitate an optimal project within the current capital framework, the pilot project shall be developed during a collaborative phase, in co-operation between award authority, user and supplier. In this phase, the project must also be quality assured against the requirements stipulated in the tender documents.
