Procurement of TETRA pagers

The Directorate for Emergency Communication (DNK/“the Customer”) is acting on behalf of the Norwegian Ministry of Justice regarding the introduction of a new digital communication network in Norway for emergency and public safety (the Public Safety System). The Authority is i.a. responsible for the roll out of the Public Safety System, the following up on supplier contracts and user agreements and will administrate and own the Public Safety System when it is completed.
In addition to conventional radio terminals there are a need by some users for light and small pagers for callout and alerting. The Fire Agency wish to procure TETRA pagers to connect them to the Public Safety System. The Customer will act on behalf of the contracting entities in this procurement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
The Tenderer shall have sufficient financial and economic strength to perform the delivery. The tenderer shall attach copies of audited accounts (including notes) and annual reports for the past 3 financial years. If the tenderer is relying on the capacity of other companies, the above mentioned documentation shall be submitted for these companies also.

The Tenderer shall offer TETRA pagers from manufacturers having sufficient turnover in the business area of TETRA pagers or similar products. The tenderer shall produce a statement showing the past 3 years turnover in the business area of TETRA pagers or similar products.

Teknisk og faglig kapasitet:
The tenderer shall have a sufficient system for quality assurance. The tender should be certified according to an internationally recognised standard. The system for quality assurance and quality management must be documented. If the bidder is certified according to an internationally recognized standard for quality assurance and quality management, it is sufficient to attach a copy of the certificate.

The tenderer shall offer TETRA pagers from manufacturers having sufficient experience from successful TETRA pager deliveries or delivery of other similar products. The tenderer shall attach a list of the principal TETRA pager deliveries or other similar product deliveries effected in the past 3 years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given.
