Procurement of Radio Terminals for step 2 - NDA (confidentiality Agreement)

To obtain the RFP-documents for the procurement of Radio Terminals for step 2 in the Public Safety System, all interested parties must sign the non-disclosure agreement (NDA) attached in this notification. The signed NDA shall be returned to DNK by using the communication module in Mercell Sourcing Service’s Purchasing Tool (KGV) at www.mercell.com. Interested parties will automatically receive a username and password. Please provide the following information when returning the NDA:

DNK would like to invite interested suppliers to provide offers for the delivery of Radio Terminals and appurtenant services and equipment for the Public Safety System project, Phases 0-5 (the entire mainland of Norway). The Directorate for Emergency Communication (DNK) is acting on behalf of the Norwegian Ministry of Justice and wish to procure Radio Terminals for the Health Agency, the Police Agency and the Fire Agency for use in the Public Safety System (for a list of Customers, please refer to Appendix E to the Framework Agreement). DNK would like to invite interested suppliers to provide offers for the delivery of Radio Terminals and appurtenant services and equipment for the Public Safety System project, Phases 0-5 (the entire mainland of Norway). As a result of this procedure, DNK aims to enter into non-exclusive parallel Framework Agreements with minimum 3 Vendors per Radio Terminal category, for use with the Public Safety System. There are 8 Radio Terminal categories (cf. section 4 in Appendix A to the Framework Agreement). It is possible to submit tenders for each Radio Terminal category. Individual Contracts will be awarded through Mini-Competitions where all Vendors holding a Framework Agreement for a specific Radio Terminal category are obliged to participate (provided the Vendor is compliant with the Agency specific minimum requirements, cf. the RFP document section 2.19). 2-year Framework Agreements will be signed, with options for the Authority to call upon two one year extensions (2 + 1 + 1). In order to maintain functionality throughout the expected lifecycle of the Radio Terminals, customers shall have the right to obtain associated support services in 10 years (including the Warranty Period), in which the Vendors are obliged to maintain spare parts, software compatibility, competent personnel etc. In addition the Customer shall be able to buy such services for 5 years, however subject to the Vendor then having the necessary means available (i.e. no obligation to maintain spare parts etc.).
