Telemark Measuring Forum (TM) is a cooperation organ that consists of the following energy companies:
Drangedal Everk KF.
Hjartdal Elverk AS.
Midt-Telemark Energi AS.
Notodden Energi AS.
Rauland Kraftforsyningslag SA.
Tinn Energi AS.
Vest-Telemark Kraftlag AS.
Together these companies represent approx. 43 000 network customers in the following municipalities in Telemark: Bø, Drangedal, Fyresdal, Hjartdal, Kviteseid, Nissedal, Nome, Notodden, Sauherad, Seljord, Tinn, Tokke and Vinje.
Advance measuring and control systems shall be developed for measuring the consumption of electricity (AMS) for all network customers, cf. the Regulations on measuring, calculating and coordinated action as regards energy turnover and invoicing network services (the calculation regulations). The deadline for developing an AMS has been fixed by the Norwegian Water Resources and Energy Administration (NVE) to 1.1.2017. At least 80 % of the customers in each individual company shall have an AMS meter installed by 1.1.2016.
The member companies in Telemark Measuring Forum shall, through this contract, fulfil the requirements for AMS as stated in the calculation regulations. This means that all the member companies’ network customers shall have meters that fulfil the regulations’ requirements as well as communication systems and collection systems that also fulfil the requirements in the regulations, before the deadline expires.
The contract involves a complete rolling out of AMS – so called “turnkey site”, with one contract party at the supplier. The contract party at the awarding authority will be each individual energy company. The contract will be a framework agreement, where the supplier has expectations of a minimum volume for the rolling out and can be asked to provide more on equivalent terms until the project has been completed.
