Management of municipal pension fund

Harstad kommune

Harstad municipality, henceforth referred to as the Awarding Authority, has decided to establish a separate pension fund (HKP) which shall administer the pension scheme to NYE Harstad kommune. The Awarding Authority therefore wishes to enter into an agreement with a service provider, with option for sub-providers, who can provide a turnkey solution which includes general manager, responsible actuary, membership administration and accountant; asset management not included.
HKP (the pension fund) is requested formally established 1.1.2013. However, complete membership administration depends on when this is justifiable. The members are entitled to pension in accordance with tariffs in the municipal sector. The members have the current rights given by Storebrand - provider of life insurance and pensions, and KLP - Kommunal Landspensjonskasse - Norway's largest life insurance company.
The tenderer must deliver complete calculations and layout for all insurance technical data, including complete premium accounts for the Awarding Authority.
During the first 6 months of 2014, the pension fund will employ a general manager. It may be relevant with a double employment with the employed and hired general manager. Potentially, the tenderer must assists with competence transmission to the employed general manager.
Further information of the procurement is given in the tender documents with annexes. The tender documents and requirement specifications are available for downloading from Doffin and the tender contest is executed as a one stage procedure. This means that a separate qualification stage is no implemented. Documentation showing qualifications and tenders must therefore be submitted simultaneously, within the deadline 19.10.2012.
