NRK has a varying need for ICT consultancy services, which are related to the above mentioned areas of competence. NRK’s aim is thus to enter into framework agreements with several service providers who can ensure access to relevant ICT competence with high available.
Emphasis is put on the fact that this competition is not for the procurement of products, nor the procurement of outsourced services. Consultancy services in this competition means consultancy services that are carried out in NRK’s premises.
NRK aims to enter into framework agreements with three or more tenderers for ICT consultancy services within each area of competence given below. NRK is at the front in the use of modern technology, which sets high requirements for the consultants’ competence and experience.
NRK’s present need is reflected in the specifications that are in the tender documents Part II – Annex 1 – the appendices 1 up to and including 4.
The enquiry is divided into the following contract areas, tenders can be given for one, several or all areas:
1. open Source,
2. IT platform (Microsoft and VMware),
3. monitoring tool (Hewlett Packard),
4. databases (Oracle).
The four areas of competence will be evaluated separately and NRK will choose three or more tenderers per competence area.
The framework agreements will be for two years with an option for an extension of 1+1 year, so that the maximum length will be four years. If the award contracts last longer than the framework agreement, the framework agreement’s regulations apply in full until the award contract expires.

Vilkår for deltakelse

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Økonomisk og finansiell stilling:

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.

2. Solidity rating from a company with a licence to run a credit information business. The rating must not be older than 3 months from the application deadline, and it must be based on the last approved accounting figures and it ought to provide information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

If, due to a valid reason, a service provider cannot provide the request documentation, a guarantee from a parent company that fulfils the qualification requirements, or alternative documentation in the form of, for example, a statement from an auditor or financial institution that is suitable to fulfil the documentation requirement, can be accepted.

Teknisk og faglig kapasitet:

The service provider shall have methods and/or systems to ensure the quality of the services that are provided.

Documentation requirement: The service provider shall account for their method and/or systems for control and quality control of the services. We would like the description to have both a general perspective (target, guidelines) in addition to it specifically stating how the tenderer through organisation, management, training, routine descriptions etc. will work to ensure high quality and good value for the awarding authority for the services that shall be provided. This also includes routines for the maintenance of competence.
