Norsk Tipping AS

The services included in this procurement has the previous 10 years been provided by Norsk Tipping’s, henceforth referred to as the Awarding Authority, 50 % owned subsidiary company Buypass AS. This company was established for the purpose of cooperation between the Awarding Authority and the Norwegian Post (now: EDB Ergo-Group AS, which owns the remaining 50 % of the company).
The existing ID and payment systems are developed by Buypass in close cooperation with the Awarding Authority. In accordance with the Public Procurement Law, these services will now be subject competitive tendering. The Awarding Authority requests the best possible knowledge of the supplier marked for ID and payment systems before new system is selected. In order to ensure best possible tender contest, the Awarding Authority has chosen a procurement process which is considered to be the best procedure for giving as many as possible suppliers optimal possibilities to participate in the tender contest.
The Awarding Authority has therefore decided to use the procedure Competitive dialogue, which will reduce possible advantages the existing supplier has as a result of long-term cooperation with the Awarding Authority. The competitive dialogue procedure is also selected in order to achieve good knowledge of the actual supplier marked and the alternative systems which can cover the Awarding Authority‘s requirements for ID and payment system.
One of the tasks is to strengthen the Awarding Authority’s market position through canalizing players in the Norwegian market to the Awarding Authority’s accountable games platform. In order to achieve this goal, the Awarding Authority will be dependent on innovative and creative systems which provide comparative advantages.
This procurement shall ensure all of this.
The Awarding Authority therefore requests general systems with a high degree of flexibility and focus on accessibility, user-friendliness and security. In order to make it simple and safe to be customer of the Awarding Authority, new systems shall support simple customer and sales processes.
At present, the Awarding Authority uses information based customer knowledge in a goal-oriented way in order to carry out product and service development. There will be requirement for adapting the products and services in cooperation with other participants in order to ensure the customer the best possible value.
The Awarding Authority shall, throughout the procurement process, seek to achieve universal design of the systems, compare the Public Procurement Act §6.
The Awarding Authority wishes to cooperate with service provider(s) who can provide ID and payment services as well as technical infrastructure, customer service, customer administration and service agreements which include:
— Payment of games in all sales channels and payment of prizes.
In order to achieve the ambition of user-friendly systems, the Awarding Authority will require immediate payment of games and options for immediate payment of prizes.
— Secure identification and authentication on personal level,
— administration services which make the Awarding Authority able to carry out necessary financial matching of documentation against own accounts,
— accompanying customer administration, customer services and support services,
— service agreement which further clarify the degree of accessibility for systems and services and accessibilities of technical systems and customer service.
