Framework agreement for the procurement of CDs with white labels adapted to a thermal printer.
The procurement is on behalf of Norsk Lyd- og blindeskriftbibliotek, Huseby kompetansesenter, Kristent Arbeid blandt Blinde (KABB) and Norges Blindeforbund.
All the actors use CD production solution from Rimage in the producer-family for production according to need. See http://www.rimage.no/producer000.html for further information on production solutions.
All actors provide library services for blind/partially sighted persons and deaf/hard-of-hearing persons in Norway by, among other things, adaptions and loans of audio books in DAISY format. The DAISY format is an international standard for digital audio books that are suitable for blind/partially sighted persons and deaf/hard-of-hearing persons. Normally the sound files use mp3 format as standard. See www.daisy.org for further information on DAISY.
The production of load copies are according to need, i.e. the actual loan copies are physically produced upon request and sent to the borrower via post. When the loan period expires, the physical loan copies are destroyed.
A large volume of the CDs are only played once before the CD is destroyed. It is relatively simple to produce replacement copies for pupils and students who use the CD several times if it gets damaged. It is therefore not necessary that the CDs shall have a long lifetime.
Suppliers must document in the tender that the CDs are adapted to the production solutions described above and that they fulfil the following requirements:
— Adapted for a thermal printer,
— White label,
— Type CDR 80,
— Documented error margin of less than 1 %,
— The CDs are not expected to have a long lifetime,
— Simple packaging that does not produce too much waste.
A stop in the production process due to the CDs not functioning in the automatic systems is both work and time consuming. We require therefore a low error margin. As a part of the selection basis, we will test CDs in the production system. Suppliers must therefore submit 500 CDs that are identical with the type included in the tender. It is a requirement that the submitted CD can be delivered throughout the contract period. If there is a need from the supplier’s side to change the CD type during the contract period, the customer shall be notified with a reason in good time. At the same time the customer shall submit 500 CDs for testing. It is a prerequisite that the customer accepts a new CD type in writing before another type of CD is delivered.
Missing deliveries stop activities at the entities. Documentation of security of supplies is therefore an important requirement. If a delivery contains an error, it is important that replacement products are quickly provided. The routines for this must also be described.
If the buyer experiences production problems that are probably due to the quality of the CD, the replacement products must delivered without a complete explanation of the reasons for the problems being necessary. Such clarifications will be made afterwards.
Reasons for price increase demands in the contract period can be considerable changes in the market that are outside the supplier’s control. In such cases the supplier shall send a written claim to the customer with a description of the price increase and a reason for the price increase. The customer shall approve the increase in writing before the price change comes into force.
The supplier must have available personnel with sufficient competence to handle enquiries, orders and error messages all working days within ordinary office hours.
