Nasjonalbiblioteket (the Norwegian National Library) would like to establish a framework agreement with several suppliers for the delivery of publishing services within the following categories:
1) Luxury books
2) Four colour factual books
The contractual publishing services comprises editorial services, proofreading, language improvements, graphic design, printing, marketing and distribution to retail outlets.

Beskrivelse av opsjoner:
This is a 2 year framework agreement from the signing of contract, with an option of a 2 year prolongation if required by award authority.
Foreløpig tidsplan for bruk av opsjoner: 24 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
Supplier shall have a financially viable operation. The supplier must demonstrate sound financial position, liquidity and profitability.
The requirement shall be documented by a credit evaluation/rating, not older than 3 months, based on last known accounting figures. The evaluation/rating shall be performed by an accredited credit rating company.
Minste nivå(er) av standarder:
It is required that the supplier has experience of the release of similar publications. For each of the contractual categories supplier must document a copy of the three releases that meet the requirement for "similar publications".
Supplier shall have sufficient ability and capacity. Description of supplier's personnel and units available to the supplier for the fulfillment of the contract, whether they belong to supplier or not. If all or part of the contract will be fulfilled by sub-contractors, supplier must state names of such sub-contractors.

Supplier must have good knowledge of the Norwegian language, culture and society. Suppliers that have not issued publications in Norwegian in the past 3 years, must submit a CV for at least 1 person available to the supplier, documenting that this requirement is met.
