Framework agreement for consultancy services within Human Resources and organizational development

The awarding authority with this competition would like to enter into framework agreements for consultancy services in the field of human resources (HR) and organizational development. The agreements will address the needs for expertise and competence that the awarding authority does not have available within its own organisation or where there is a need for external assistance. The agreements may also be made use of when extra capacity is needed.
Framework agreements will be entered in the following areas:
1 Leadership /management team development and management knowledge
— Specific, customized courses / programs, both general and within individual topics.
— Assistance in the development and the implementation of internal management programs / processes.
2 Organisation and directing
— Mapping, reviewing and analysis related to HR and performance management (for example within staffing, competence, working hours, salary policy, work environment and sick leave).
— Mapping and analysis of organizational conditions.
3 Restructuring, change and efficiency processes
— Assistance in the planning and implementation.
— Improvement of processes (for example within logistics, patient care, work process).
— De-recruiting/outplacement.
4 Strategy and business development
Planning and implementation of strategy processes, including clarification of the strategic image, defining strategic goals, implementation and evaluation.
5 Recruitment / Selection
— Senior Management.
— Health sector positions.
— Other specialists.
— Mass recruitment.

The other regional health authorities with underlying hospitalt has the option to enter into the agreements. The same applies to companies which are wholly owned by the regional health authorities.

The agreements may be extended for up to two years beyond the original contract period of 2 years.

The awarding authority will consider the requirements for economic and financial capacity through a rating report from AAA Solvency AS (Dun & Bradstreet). Bidders with a rating of ‘A’ will be considered eligible. The awarding authority is open for alternative documentation for bidders that are newly established or who do not achieve a rating of ‘A’, see the tender documents.
