Assistance with practical arrangement, as well as production and availability of live video and audio from an outdoor cultural commemoration of the first anniversary of the terrorist attacks on 22.7.2011. Award authority shall agree to location for the event.
Access to the event shall be free and open to the public. Suppliers must document that the transmission of the event will be broadcast in real-time on at least one Norwegian national television channel in prime time.
The Supplier shall make the broadcast available for simultaneous publication on radio, on television and/or the Internet.
Contract is subject to funding being allocated.

The Award authority has chosen the competitive procedure with subsequent negotiations because the service to be provided is of such a nature that it will not be possible to specify in detail the exact nature of the service. The choice of the best offer may not, therefore be made pursuant to the provisions for open or restricted tender, and regulations on public procurement § 14-3. The broadcast of the event shall be executed without sponsor support and sponsor indentification, both before or after the broadcast, and without advertising breaks during the broadcast.
