With effect from 1.1.2007, the Act relating to working environment, working hours and employment protection, etc. (Working Environment Act) included notification in the Act. The new rules should contribute to strengthen the freedom of speech in an employment relationship. One of the main objectives was to signal that notification is both legal and required. In connection with this, the Ministry of Labour, henceforth referred to as the Awarding Authority, requests a total evaluation where the objective is to identify if these regulations are functioning in accordance with their purpose. The evaluation of the notification regulations comprises of 4 sub-projects:
1. Knowledge review of the existing research and evaluation of the notification rules in order to substantiate what are known about how the notification rules works.
2. Inquiry(ies) of particular essential problems where knowledge is lacking.
3. Review of practise and experience with notification cases at selected inspection authorities.
4. Review and analyses of precedent and ombudsman practice.
The procurement includes 2 sub-contracts:
Sub-contract 1: Comprising of sub-projects 1, 2, and 3.
Sub-contract 2: Comprising of sub-project 4.
