e-ID systems for the ID-gateway (joint infrastructure for e-ID in public sector)

Difi has developed and run the ID-gateway, which is a joint infrastructure for e-ID in the public sector. The ID-gateway can validate MinID and actual e-IDs in the market that fulfil public requirements.
The contract is for the certificate services and associated services from suppliers in the market. The service provider must be self-declared as certificate issuers at the Norwegian Post and Telecommunications Authority, certificate class "Person High". The services must fulfil public requirements for e-ID on security level 4 in accordance with the Framework for authentication and irrebuttable electronic communication with and in the public sector. The e-IDs ought to already be broadly used in the population.
The contract also includes an option for a framework agreement for the procurement of e-ID on level 4 ("person high" certificates) with the accompanying services.
In order to contribute to an increased use of public electronic services and in order to give citizens freedom of choice of authentication system, a contract wil be signed with more than one service provider.

The contract's amount or extent is difficult to estimate. The estimated number of log ins for 2012 is 30 000 000. How the number of log ins will be divided between the service providers and the awarding authority's own system, MinID is difficult to estimate. Continued growth is expected in the number of transactions with the use of e-ID level 4 during the contract period.

The awarding authority is procuring on behalf of: Difi is acting in this procurement on behalf of the whole of the public sector as the e-ID systems from private service providers that through this procurement will be connected to the ID-gateway, are meant for public authorities (both government and municipal), which make their services electronically available. Difi is seen in this connection as a procurement centre, cf. the public procurement regulations § 4-1 litra g), cf. § 3-13. (NT Ref:254839).

The following documentation is required for the self-declaration requirement:

Tenderers who are already self-declared at the Norwegian Post and Telecomunications Authority: Copy of the registration notification to the Norwegian Post and Telecomunications Authority and any following additional information.

Tenders who are not self-declared: alternative documentation that shows that the service provider has the recources to, by the start of the contract start date, issue certificate that will fulfill all the A-requirements in the specifications for the PKI in the public sector for the actual services. The service provider shall state the various stages in the process to achieve self-declarationin time.
