Course in energy efficient buildings for the building and construction trade. The assignment is divided into 2, of which it is possible to submit tenders for 1 or both parts.
Part A:
This part of the assignment includes development and implementation of courses in energy rehabilitation for companies in enterprise classification 1 or higher. Approx. 10 courses will be held, comprising of 2 half-days with course and self-tuition between cources. If required, this may be expanded.
The course shall enable the participant to become energy consultants for house owners who wish to implement major energy efficiency measures in their houses. The course shall be developed and implemented in close cooperation with the project group, which in addition to the supplier, comprise of Lavenergiprogrammet and Enova.
Part B:
The second part of the assignment involves implementation of 10-15 passive house courses for the projecting parties. This shall provide the projecting parties a solid foundation for conducting a concrete passive house project. Implementation of these courses shall be based on already existing course materials. The tender is divided in 2:

Part A includes 2 options:

1. Expansion of the length of the course. If the Awarding Authority finds it necessary to expand the length of the course, this may be included in the assignment.

2. The second option includes increasing the of number of courses to 30, which will be commenced subsequent to the first round with 10 courses. This will be agreed upon, if the Awarding Authority finds it necessary.

Part B is an option for:

1. Expansion of number of courses in accordance with the Awarding Authority's requirements. These courses are to be held during 2013.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Company tax certificate (National requirement)

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Foreign supplier shall present tax certificates from equivalent authorities from country of establishment, substantiating that payment of taxes and VAT are in order.

If the authorities in the relevant countries do not issue these certificates, the tenderer must present a statement verifying that all taxes/duties are paid. The statement must be signed by the accounting responsible

Økonomisk og finansiell stilling:

Documentation requirements: The tenderer must submit annual accounts including notes with the board's and the auditor's reports for the previous 2 years. The Awarding Authority reserves the right to require/obtain further information verifying the tenderer's sufficient financial strength.

If annual accounts are not available within the deadline for qualification, temporary accounts for the last year shall be submitted. Financial strength is assessed in relation to turnover, operating margin, solidity and equity.

The Awarding Authority reserves the right to obtain/collect further information in order to verify that the tenderers have sufficient financial strength. The Awarding Authority also reserves the right to obtain credit appraisal of the tenderers.

Documentation requirements: Overview of relevant projects, description of the delivery, date of implementation, value of the contract. Documentation requirements: It is required that the tenderer present a brief and general description of the business. This includes:

a) Statement of the company's business idea and core competence related to the requested deliveries.

b) An overview of the company's history, organisation and description of the existing activities.

- Description on how the tenderer is organised in relation to implementation of this assignment. If joint venture partners or sub-providers are expected to be engaged, equivalent description of these shall be presented.

- A brief description of the overall quality assurance system which bases the implementation of the contract shall be presented. Insufficient documentation or inadequate information may result in rejection of requests for participation .Compare the Norwegian Procurement Regulations § 20-12.

Payment in accordance with unit price for each course. Payment for development of courses will be based on spent time, restricted up to a total frame hour number. See the tender documents for detailed information
